First, right-click the speaker icon in your taskbar:
In the menu that pops up, click "Open Sound settings":
One the right side of the screen you will see a list of Related Settings", where you should click "Microphone privacy settings":
In the next screen you are looking for a section titled "Allow apps to access your microphone" - make sure that is set to "On":
